Going beyond the Directive 2010/63/EU on the protection of animals used for scientific purposes, the latest amendment of the German Animal Welfare Act rules that facilities and establishments where vertebrates or cephalopods intended for use in animal experimentation or whose organs or tissue are intended to be used for scientific purposes are kept or used shall have animal welfare officers . The animal welfare officer may not also be the person responsible for the breeding or holding of the animals pursuant to § 11 section 1 paragraph 1 number 1 . Only persons who have graduated with a university degree in veterinary medicine may be appointed as animal welfare officers . They shall possess the knowledge and abilities required and the necessary trustworthiness for the performance of their duties . Therefore, together with the Academy for Veterinary Continuing Education of Federal Chamber of Veterinary Surgeons an advanced training course for veterinarians to qualify animal welfare officer was established in 2015. The first part of
the course covers the following session’s animal law, statistics and ethics, further more ethology, management and applications as well as laboratory animal sciences and transgenic animals. The second part includes anesthesia, analgesia, pathology and hygienic aspects as well as communication skills, and the function of the national committee, animal models and alternative methods. Experienced experts in the field, the competent authority and members of the national committee gave lectures, which were evaluated as very good by the participants. With this advanced training course, we guarantee the provisions, conditions,
and requirements concerning knowledge and qualification of animal welfare officers to ensure highest standards in animal welfare and consulting of scientists within the institutions.
