Scientific evidence and risk management strategies for BSE are discussed. Aspects considered include: the situation regarding scientific evidence (the proteinaceous infection particle agent (prion), spread of the agent); detection methods (problems with ante mortem and post mortem testing; screening and confirmation procedures); meat processing and use of by-products; prevention of further spread of the agent; eradication measures; immediate measures that can be taken (specific risk materials, technical procedures); and surveillance by veterinary public health services.
